We are launching a "Chemical Substance Real-time Monitor" that is useful for autonomous management of chemical substances.

NEW COSMOS ELECTRIC CO., LTD.,(head office: Yodogawa-ku, Osaka City; President and Representative Director: Yoshinori Takahashi ), a manufacturer of gas alarm and detector with the ambitious goal of "Eliminating gas accidents from around the world" will release the "XP-3320II-V Chemical Substance Real-time Monitor," which measures chemical substances in the workplace and other locations in real time, on Wednesday, April 10, 2024.

Revision of Cabinet Orders and Ministerial Ordinances Concerning the Industrial Safety and Health Act

While chemicals are used in a wide range of situations, health damage caused by accidents and disasters involving chemicals continues to occur, with the World Health Organization (2019) announcing that approximately 2 million people die each year from chemicals.

Given this background, the Industrial Safety and Health Act has been strengthening legal measures for the management of chemical substances for many years. In May 2022, the relevant Cabinet Orders and Ministerial Ordinances of the Industrial Safety and Health Act will be revised to introduce new chemical substance regulations. Following April 2023, some of the new regulations will be enforced in April 2024.

Quoted from the Ministry of Health, Labor and Welfare leaflet "New chemical substance regulations will be introduced in the workplace (https://jsite.mhlw.go.jp/miyagi-roudoukyoku/content/contents/001277415.pdf)"

<Key points regarding the amendments to the Industrial Safety and Health Act and related Cabinet Orders to come into effect in April 2024>

  • Significant increase in substances subject to mandatory labeling, SDS and risk assessment
  • Obligation of exposure reduction measures based on risk assessment results
  • Mandating that workers who handle chemicals use appropriate protective equipment
  • Establishment of a system for autonomous management, including the appointment of a chemical substance manager

*What is risk assessment?
Identifying the hazards and harmfulness of chemical substances and their preparations, estimating the degree of risk of causing danger or health damage to workers, and considering measures to reduce the risks.

Estimate risks with "Real-time Chemical Substance Monitor"

Starting in April 2024, it will become necessary to minimize the exposure of workers to substances subject to risk assessment and to keep the exposure below the standard value based on the results of risk assessment. To check whether the concentration is below the standard value, it is considered effective to combine estimation tools (CREATE-SIMPLE, etc.) and actual measurement methods (personal exposure measurement, simplified measurement method, etc.).

Our newly developed "Chemical Substance Real-time Monitor XP-3320II-V" is a handy type that can measure chemical substances in the workplace in real time, and is a simplified measurement method. It can be used to estimate health hazard risks and confirm effects in chemical substance risk assessment.

In addition, the Ministry of Health, Labor and Welfare's Workplace Safety Site provides a "Guidebook for chemical substance risk assessment Using Real-Time Monitors," where support tools and a quick start manual are also available for download.

Features of the "Chemical Substance Real-time Monitor"
